Individuals who could benefit from a bail hostel program include the homeless, the elderly, the mentally ill, and individuals on probation. One of the most productive uses of the bail hostel system, however, is in their use as alternative housing criminals. Such use could, under certain circumstances, be more economical and efficient than typical prison scenarios. There are, however, a number of considerations which must be made in the bail hostel environment. It was a grand way in which the guilty not only paid for their crimes by forfeiting their lives, but it also served as a way to forcible inflict extreme humiliation while they suffered imminent death. The presumption was that those who witnessed such an act of barbaric magnitude would refrain from committing any such crimes themselves.
