Canadian Administrative Reforms: Trends, Improvements and Concerns
[ send me this paper ]
This is a 10 page paper discussing Canadian administrative reforms, concerns and improvements. The Canadian federal government reforms over the past fifty years have shifted a great deal in their initiatives, structures and priorities which have deeply impacted the reforms and initiatives of the provincial and municipal governments as well. The reforms in the 1960s and 1970s in Canada initiated by the Canadian government established an increase in social systems, benefits and an increase in the public sector which allowed for the support of these programs. While no major shift occurred during the 1980s, the recession of the early 1990s and an increasing federal public deficit of over $540 billion led to a great deal of restructuring and shifting of initiatives and resources in the mid to late 1990s. Federal funding was drastically reduced by reforms which led to the decentralization and privatization of programs and industry and an increased responsibility placed on each provincial and territorial government. The provincial governments in turn enacted reforms which led to drastic cuts in education, health care and social programs which are still considered controversial and a major concern today. Recently, governmental reforms have shifted slightly again to highlight business networking, accountability, regulation and e-government in order to increase efficiency and accessibility of governmental services.

Captain Rockwood And Haiti: Military Ethics
[ send me this paper ]
5 pages in length. Captain Rockwood experienced a collision between conscience and duty, a test of one's moral constitution from which no human can escape unscathed; if the issue at hand is so daunting as to erect such a pillar of doubt, while at the same time drive one to contemplate the validity of its importance over and above one's personal conflict, then there can be no question as to the legitimacy of hesitation. From childhood and throughout his learning years, Rockwood felt an entirely different calling than the one that expected him to carry forth the family's military tradition. Indeed, the humanitarian empathy in him exuded from the apex of his entire being; how, then, could a man who at one time trained to be a priest be expected to ignore the calling of blatant barbarity? Changing The Course Of Terrorism

5 pages in length. To understand the nature of terrorism in contemporary global society is to realize how the United States – fending complete innocence where the perpetuation of terrorism is concerned – has long played an integral role in its existence, whether American officials ever come to admitting such historical involvement or not. With so many examples from which to choose throughout the two hundred and thirty years America has been a global player, it is difficult to find just one that illustrates the most important role the nation has played in spreading terrorism; however, the dubious dropping of nuclear bombs upon Hiroshima and Nagasaki brings forth one of the best standards by which to compare. Chemical Warfare Defense Doctrine -- An Overreaction to a Perceived Threat
[ send me this paper ]
This
10 page report discusses the possibility that fears about massive biological and chemical
attacks against the United States are actually the result of media and government-inspired
paranoia. The problem has been that the U.S. military, the country’s policy-makers and
politicians, as well as the media have over-emphasized a threat that many (other) experts
believe has been blown way out of proportion to the reality of the threat. The government
and the military must make every effort to develop a more rational approach regarding
defense in relationship to possible chemical warfare that is fully grounded in sound
research and public information efforts. Bibliography lists 10 sources.

Chicago Mayor R. J. Daley
[ send me this paper ]
7 pages in length. Richard J. Daley held Chicago's mayoral position from 1955 to 1976 and remains one of the windy city's most famous elected officials to date. While this distinction has earned him a place within the annals of Chicago's history, the manner by which Daley approached his mayoral tasks has long been considered less than equitable to all racial and ethnic groups. The difference of fifty years is clearly illustrated by the way that blacks accommodated to Chicago politics during the 1950s, whereas Chicago politics had to ultimately accommodate to blacks during the 1970s. Clearly, the social aspect represented the greater significance in Chicago's development under Daley's reign. Bibliography lists 4 sources.
