Cost-Benefit Analysis of Proposition 82
[ send me this paper ]
A 17 page paper discussing the possible benefits of California's Proposition 82, which if passed will provide access to universal (voluntary) preschool for all 4-year-old children in the state, followed by a cost-benefit analysis of the effects of the initiative. If approved, Proposition 82 will require that the state of California provide universal preschool of at least a half day for 180 days during the year for all of the state's four-year-olds. It is to be funded with an additional state income tax of 1.7 percent on taxable incomes over $400,000 for individuals; $544,457 for heads-of-household and $800,000 for married couples. Superficially the measure appears to be workable and fair, but closer analysis reveals that the measure constitutes a lose-lose scenario for all involved, including the 22,000 additional preschoolers who directly benefit from the program. Proposition 82 promises to have far-reaching and highly negative effects. Bibliography lists 19 sources.

Empowering families to make their own decisions about their futures can create and fuel economic activity that government spending cannot, creating a self-sustaining economy rather than a sinkhole for tax dollars. Crime and Campaign Promises
[ send me this paper ]
An 8 page paper discussing the dichotomy between campaign promises relating to crime and actual observed results. We expect political candidates to lay out for us the reasons we should vote for them rather than for their opponents, and candidates oblige this expectation by making promises during their campaigns outlining the things they will do once they gain office. There will be reform, they promise. Things will be different. They will take some sort of stance against crime. Too often, these promises are made for the purpose of gaining votes rather than truly making a difference. In the end, the most effective law and order campaigns have been those that have come about without any direct influence on the part of newly-elected officials at any level of government. Culture And The Economic Development Of The European Union
[ send me this paper ]
This 5 page paper considers the question: What does European federalism indicate about the relationship between culture, political development, and economic development? The question is based on the fact that culture plays a key role in political and economic development. The writer first addresses the issue of whether or not the EU can be considered a federation and then discusses the inclusion of culture in EU documents since the beginning but these statements suggest a shared culture unique to Europe. Turkey's push to join the EU is used as an example of how a vastly different culture could upset the EU. Cybervoting: Good Or Bad
[ send me this paper ]
5 pages in length. The technological revolution has brought about myriad social changes, not the least of which includes the concept of cybervoting. In its purest form, this alternative to physical ballot voting stands to revolutionize the entire democratic process; according to proponents, cybervoting will give back to the people what has long been gone from the political process. Additionally, the implementation of cybervoting will benefit individuals who might not otherwise make the effort to vote, inevitably increasing the ultimate turnout. That cybervoting stands to get more people involved with the
political process is reason enough to support its
acceptance; however, there are even more fundamental reasons why cybervoting is an idea whose time has arrived. Bibliography lists 7 sources.

Dangers of Enforced Leisure
[ send me this paper ]
A 5 page position paper agreeing with the concepts presented in
Steven Muller’s “Time to Kill” (The National Interest, Summer 1997), in which the author asserts that Europe’s perpetual high unemployment and business-constraining government regulations could in time destroy the fabric of the European culture. Both existing and emerging conditions “suggest that the outcome of large-scale enforced leisure will be a new form of social conflict in Europe” (Muller, 1997; p. 26). Muller’s (1997) thesis is startling and superficially can be rejected. Closer examination, however, reveals that his logic is sound and the future he envisions for all of the world’s most developed economies is one that is quite plausible and needs to be avoided. Bibliography lists 5 sources.
